Forbes magazine discuss Egypt's military option with Ethiopia.
Ethiopia’s
initiation of a dam project on the Blue Nile has quickly drawn the ire
of Egypt, which is critically dependent on it as a source of much of the
country’s freshwater needs. As Egyptian
Foreign Minister Mohamed Kamel Amr said June 9 following Ethiopia’s
refusal to halt construction of the dam and ahead of his trip to Addis
Ababa to discuss the project, Egypt will not give up a “single drop of

While Egypt has struggled to attract diplomatic intervention on its behalf to thwart Ethiopia’s dam construction, tensions have reached the point where Egypt has suggested the use of force to keep the dam from potentially lowering the Nile’s water levels downstream to unacceptable levels. There will be serious international pressure to keep the dispute over the dam in the realm of diplomacy, but there are also fairly significant constraints on the physical possibility of an Egyptian military solution.
It varies depending on the dimensions of the dam, but dams can be and usually are very tough targets to destroy. In World War II the British proved that it could be done despite considerable difficulties and were the first to seriously develop the art of dam busting. The British used delayed-action bouncing bombs from Lancaster bombers, but fortunately for the Egyptians, advancements in weapons technology would enable them to target the Ethiopian dam in a less risky way. The best way for Egypt to knock out a standing dam is to use retarded and delayed-action bombs deployed from very low altitudes, or even better, delayed-action joint direct attack munitions deployed at medium altitude. The difficulty is that the bomb needs to be deployed at the very base of the dam, underwater, where the concussive effect and pressure wave is greatly amplified. Preferably more than one bomb would be deployed in this manner, and the force would be sufficient to breach the dam.
To avoid the hassle of hitting a standing dam and creating major flooding downstream in Sudan and even potentially Egypt, Cairo would probably prefer to hit it while it is under construction. But it also has to be careful not to hit the dam too early, because then Ethiopia may not be fully deterred from restarting the project.
Distance is a major obstacle for the Egyptian military option. Ethiopia is simply too far from Egypt, and since Egypt has not invested in any sort of aerial refueling capability, it is beyond the combat radius of all Egyptian aircraft staging from Egyptian airfields. The only consolation for Egypt is that the dam is very close to the Sudanese border. Access to Sudanese airfields would place some of Egypt’s air force within range. However, operating from Sudanese territory could be politically complicated and would have international repercussions for Sudan along with Egypt. Sudan’s proximity to Ethiopia would also leave it vulnerable to direct military retaliation.
Another option is the insertion of special operations forces into Sudan. From there, the forces could move across the border and either harass the construction of the dam or attempt to sabotage the structure under the guise of militants. This would allow Khartoum to realistically pledge that it had no idea there were “militants” there. The harassment tactic by special operations forces or militants would likely only delay the project, not arrest construction.
Special operations forces teams would face their own series of obstacles in trying to destroy the dam. Dams are critical infrastructure and routinely protected relatively well in most countries by dedicated military units. Ethiopia would be no exception, especially with all the contention already surrounding the project. So Egyptian special operations forces would need luck and skill to gain access to the dam successfully. There is also the problem that a small team of ground forces, no matter how elite, would likely be physically unable to carry enough ordnance to critically damage or destroy the dam.
Egypt does have military options, but distance will heavily constrain its ability to project the full force of its military. Any option Cairo chooses to exercise will be risky at best and will also come with severe international consequences.

Kenya: Ethiopian Betty's "Sex Act" On Big Brother Africa Continues to Cause Backlash.

የአፍሪካ ህብረት ሰሞኑን በአባይ ወንዝ አጠቃቀም ላይ በኢትዮጵያና ግብፅ መካከል በተፈጠረው አለመግባባት ላይ መግለጫውን አውጥቷል ።
የህብረቱ ኮሚሽን ሊቀመንበር ዶክተር ዲላሚኒ ዙማ በመግለጫቸው እንዳሉትም ፥ የሁለቱ አገራት አለመግባባት ሊፈታ የሚችለው በድርድር ብቻ ነው ።
ግብፅ በቀኝ አገዛዝ ዘመን በተፈረሙና የአባይን ዉሃ 87 በመቶ እንድትጠቀም የሚያስችሏት ሁለት ስምምነቶች አሁንም ተጠብቀው እንዲፈፀሙ ትፈልጋለች ፡፡
ነገር ግን ከሶስት ዓመታት በፊት ኢትዮጵያን ጨምሮ በርከት የሚሉ የተፋሰሱ አገራት የወንዙን አጠቃቀም አስመልክቶ በኡጋንዳ ኢንቴቤ አዲስ ስምምነት ተፈራርመዋል ፡፡

ሁለት ተወካዮች የተሳተፉበት 10 አባላት ያሉት የባለሙያዎች ቡድን ተቋቁሞ ጥናት እንዲካሄድ ማድረጓንም
አስታውሰዋል፡፡
የጥናቱ ውጤትም ግድቡ ሶስቱንም ሃገራት ተጠቃሚ የሚያደርግ መሆኑን ያረጋገጠ ነው ብለዋል ጠቅላይ ሚኒስትር ኃይለማርያም ደሳለኝ ከኢ.ሬ.ቴ.ድ ጋር ባደረጉት ቆይታ፡፡
የኢትዮጵያ ሕዳሴ ግድብ ግንባታ የፀረ ድህነት ትግላችን አካል በመሆኑ ማንም ሊያሰቆመው አይችልምም ብለዋል፡፡
“የታላቁ የኢትዮጵያ ሕዳሴ ግድብ የድህነት ትግላችንን የሚደግፍ ፕሮጀክት ነው፡፡ ይህ ፕሮጀክት የኢትዮጵያ ህዝብና መንግስት በመሆኑ የሚያሰቆመው አንዳችም ነገር አይኖርም፡፡”

መሪዎች የግድቡን ግንባታ ለማስቆም ማናቸውንም አማራጭ እንጠቀማለን ማለታቸው የውስጥ ችግራቸውን የትኩረት አቅጣጫ
ወደሌላ ለማዞር ያለመ ነው ብለውታል ጠቅላይ ሚኒስትሩ፡፡ በመሆኑም ግብፅ የታላቁን የሕዳሴ ግድብ በተመለከተ
የያዘቸውን ተገቢ ያልሆነ አቋም መልሳ እንድታጤነው ጠቅላይ ሚኒስትር ኃይለማርያም ደሳለኝ አሳስበዋል፡፡
“በውስጥ ጉዳያቸው የተወጠሩ የግብፅ መሪዎች በመሆናቸው አጀንዳ ለማሰቀየር የአባይን ጉዳይ በከፍተኛ ደረጃ ማጋጋል መፍትሄ አድርገው የወሰዱ ነው የሚመለስለኝ፡፡”
የግብፅ መሪዎች ካላበዱ በስተቀር ወደጦርነት ይገባሉ የሚል ግምት የለኝም ያሉት ጠቅላይ ሚኒስትር ኃይለማርያም ደሳለኝ ይህን የማይጠቅም አቋም ወደጎን ትተው ለጋራ ተጠቃሚነት ተባብረው እንዲሰሩ መክረዋል፡፡
“ወደድርድርና ወደ ጋራ መድረክ መምጣት ነው የሚጠቅመው ብለን እናምናለን፡፡ የአባይ ጉዳይ የውስጥ ችግራቸውን ማቃለያ አድርገው መውሰድና መቀበል ተገቢ ነው ብለን አናምንም፡፡”
የሱዳን ህዝብና መንግስት ከመጀመሪያው ጀምር የሕዳሴ ግድቡን ግንባታ ሲደግፉ መቆየታቸውን ያስታወሱት አቶ ኃይለማርያም ደሳለኝ በፅ/ቤታቸው ተቀብለው ያነጋገሯቸው የሃገሪቱ ውጭ ጉዳይ ሚኒስትር ይህንኑ ዳግም እንዳረጋገጡላቸው አብራርተዋል፡፡

ማወደስ አስቸጋሪ መሆኑን በተደጋጋሚ ማስተዋል ችለናል፡፡ ከ9 ወር በፊት የአውራው ፓርቲ ጠ/ሚንስትር ለነበሩት አቶ መለስ ያለቀሰው
ህዝብ ነው ባለፈው እሁድ ‹‹ሆሆ..!!›› ብሎ ወጥቶ የስርዓታቸውን አስከፊነት የገለፀው፡፡ ለዚህ ነው አንዳንድ ሰዎች ገና መጠናትና
መመርመር፣ ያለበት ቅኔ ህዝብ ሲሉ መደመጥ የጀመሩት፡፡
የኢትዮጵያ ህዝብ ቅኔነት ደግሞ ይበልጥ ሲያስበረግጋቸው የተስተዋለው ባለስልጣናቱን ነው፡፡ቅኔነቱን
ለመፍጠር የነሱ አስተዋፅኦ ምን እንደነበር ከመመርመር ይልቅ ሲደነብሩ ተስተውሏል፡፡ በደንባራ መሪዎቻችን ላይ የነበረው ቃጭልም
ወዲያው ነበር ቂል-ቂል የተሰማነው፡፡ መደንበራቸው ከፍተኛ ከመሆኑ የተነሳም ቆም ብሎ ከማሰብ ይልቅ፣ ከበርካታ መብቶቹ ውስት አንዷን
ብቻ መዞ የተጠቀመው ህዝብ ላይ እንደደነበሩ መረማመድን መርጠጠዋል፡፡
ባለፈው ግንቦት 25 ቀን 2005 ዓ.ም ተጠራውን ሰልፍ አስመልክቶ፡ ሰልፉ ከተፈቀፈቀደ ቦሃላም
ሆነ ከመፈቀዱ በፊት በርካታ ትችቶች ሰምተናል፤ ሙግቶች አስተውለናል፡፡ ከሁሉም በላይ ግን የኔን ትኩረት ሰቅዞ የያዘው ሰልፉን
ከጠራው ሰማያዊ ፓርቲ ጋር የተያያዘው ጉዳይ ነው፡፡ ሰልፉ ከመካሄዱ ቀደም ብሎና ሰልፉ ከተካሄደ በኋላ ፓርቲው ለከፍተኛ ሀሜት
ተጋልጧል፡፡ ሰልፉን እያስፈቀዱ በነበረበት ወቅት እነዚህ ሰዎች የማይመስል ነገር ለምን ይሞክራሉ ሚል አስተያየት ነበር የበረከተው፡፡
ሲፈቀድላቸው ደግሞ ማን አደባባይ ሊወጣላቸው ነው … ያለ አንዳች ምስጢርማ ይህ ሰልፍ አልተፈቀደላቸውም…. የሚለውን ጥርጣሬ የተጫነው
አስተያየት አስከተልን፡፡ የሰልፉን ስኬታማነት ተከትሎ ደግሞ ጥቂት የማይባሉ ቀዳማዊ ጠርጣሪዎች ሙቀቱን ለመጋራት ሲራኮቱ፣ የተቀሩት
ደግሞ ለቀደመው ሀሜታቸው ማጠናከሪያ በመፈለግና አዳዲስ ተለጣፊ ታርጋዎችን ማዘጋጀታቸውን ቀጠሉ፡፡
እነዚህ ከላይ ያነሳኋቸው ሰሞነኛ ነጥቦች ተራና የአንድ ሰሞን ጫጫታ መስለው ቢታዩም ረጋ ብሎ

በግለሰቦች ላይ ከተንጠለጠለ ተራ አሉባልታ ይልቅ ሌሎች እውነትነት ያላቸውን ለእውነት የቀረቡ

መልዕክት ምን ያህል ተረድተውታል?፣…የሚሉትን ጥያቄዎች ለአብነት ያህል መጠየቅ ይቻላል፡፡

ዋጋ ልንነፍገው አይቻለንም፡፡ ነገርግን ያ ሁሉ ህዝብ ሰማያዊን አውቆት፡ደግፎትና አምኖት ወጣ ማለት አይቻል ይሆናል፡፡ ነገር ግን
ህዝቡ የተመቻቸለትን መድረክ ተጠቅሞ፡ ሰማያዊ ፓርቲን ጨምሮ፣ ቤተመንግስት ድረስ የተዘረጋ ቀይ ምንጣፍ እንዲጠብቃቸው ለሚሹ ሌሎች
የተቃዋሚ ፓርቲዎችም ጭምር ትልቅ የቤት ስራ ሰጥቷል፤፡ የሚሰማ ከተገኘ፡፡
ሲደናበር የተሰማው የመንግስት ቃጭል
ቀደም ብሎ በአንድ ግለሰብ ሲዘወር የነበረው የኢህአዴግ መንግስት፣ አሁን ላይ ደግሞ የሙት
መንፈሱን ጨምሮ፣ በጥቂት ‹‹ሼም›› የለሾች እየተዘወረ ነው፡፡ ታዲያ ይህ ፓርቲና ጥቂት ዘዋሪዎቹ በ 22 ዓመታት ውስጥ እንኳን
እንመራዋለን ከሚሉት ህዝብ ጋር መተዋወቅ አልቻሉም፡፡ ፈላጭ ቆራጮቹና ህዝቡ በብዙ ነገር እየተላለፉ ተቸግረዋል፡፡ ባለስልጣናቱ
ታገልንለት የሚሉትን የህዝብ ጥያቄ ከመደላድላቸው ቦሃላ ከጫማቸው ስር አውለው ጨፍልቀውታል፡፡ ከህዝቡ ጋር እንደ ህዝብ ስለማይኖሩም
በራሳቸው ግዚያዊ ድሎት ውስጥ ሆነው ረግጠው የያዙት ህዝብ መኖሩን ይዘነታል፡፡ ሁሉንም ጠፍጥፎ በመስራት በአምሳላቸው እንደቀረጹት
ያስባሉ፡፡
በተቃራኒው ደግሞ ተጨፍልቆ ሸክማቸው የከበደው ህዝብ የስቃይ ህይወት ይገፋል፤ ያቃስታል፣ ያጣጥራል፤
አንዳንድ ግዜ ጫናው እጅግ በጣም ሲበዛና መፈናፈኛ ሲገኝ ደግሞ ከፍ ባለ ድምጽ የስቃዩን መጠን ይገልጻል፡፡ ከመሪዎቹ ጆሮ ደርሶ
ከምቾታቸው የሚቀሰቅሳቸውም ይሄው ድምጽ ነው፡፡ መኖሩን የዘነጉት ድምጽ እንዲህ ባለው ግዜ እንደሚያስበረግጋቸው የሚጠበቅ ነው፡፡

ቢያንስ ችግሩ ነበር በሚለው ይስማማሉ፡፡እንደው ለእሳቸው ብቻ በሚመች መንገድ እንኳን ጥያቄ እንሰንዝር ቢባል፣ እርምት የወሰዱባቸው
ጉዳዮች የትኞቹ ናቸው? እርምት ተወሰደ እንኳን ብንል፣ ያልተስማሙ ወገኖች አለመስማማታቸውን በህብረት ሆነው መግለጻቸው ምንድነው
ክፋቱ? ከሰልፉ ጋር በተያያዘ ሌሎች ምንም ዓይነት ፖለቲካዊ ትርፍ ስላለማግኘታቸው እርግጠኛ ከሆኑ ለም እርሳቸውና ባልደረቦቻቸው

ጥያቄውንም ሊሰሙት የማይፈልጉት በመሆኑ ሁከት የሚል ስያሜ ሰጡት፡፡
ለምን ሙስሊሙን?
ከሁሉም በላይ ግን የባለስልጣናቱን ቃጭል ድምጽ የጨመረውና እኛም እንድንሰማው ያደረገው፡ ከሙስሊሙ
ማህበረሰብ ጋር የተያያዘው ጉዳይ ነው፡፡ ከአንድ ዓመት በላይ አስገራሚ በሆነ ሰላማዊ የመብት ጥያቄ ውስጥ የሚገኘው የሙስሊሙ ማህበረሰብ፡
ለባለፈው እሁድ ሰልፍ ከፍተኛ ድምቀት ሰጥቶት ተስተውሏል፡፡ይህ ማለት ግን መሪዎቹ እንደሚሉት ሰልፉ ሙስሊሞች ብቻ የተሳተፉበትና
የሙስሊሞች ጥያቄ ብቻ የተነሳበት ነው ብሎ ማለት፡ ከሌላ ያአደባባይ ላይ ቅጥፈት ይጥላል፡፡ በእርግጥ ሰልፉን ከሙስሊሞች ጋር ብቻ
አያይዘው ለማውራት መፈለጋቸው በራሱ የሚነግረን እውነታ ይኖራል፡፡ እንደ ጭራቅ፡አደገኛ፡አሸባሪ….እንዲታይ ይፈልጉት የነበረው የሙስሊሙ
ማህበረሰብ፡አደባባይ ወጥቶ ከክርስቲያን አጋሮቹ ጋር ያሳየው አንድነት ፍጹም ያልጠበቁትና ያስደነገጣቸው ትእይንት ነበር፡፡ የሙሰስሊሙ
ጥያቄ ተገቢነት በሰልፉ ላይ ያለልዩነት ተስተጋብቶ ተቀባይነት አግኝቷል፡፡ አጋርነታቸውን በይፋ አሳይተዋል፡፡ አጅበዋቸውም ስግደት ፈጽመዋል፡፡ ገዢው ፓርቲ ሁሉንም ነገር ከሙስሊሞች ጋር
ለማያያዝ መሞከሩ በሌላ በኩል በትግላቸው የወሰዱበትን ብልጫም ጭምር ማሳያ ነው፡፡ የሙስሊሙ ጥያቄ የእያንዳንዱ ሙሰሊም ጥያቄ በመሆኑና
የጸና አቋምም ስላላቸው፡ ጥያቄያቸውን ከመመለስ ውጪ ሌላ አማራጭ የለም፡፡ ባለፈው ሳምንት በድረ ገጽ ላይ ያነበብኳት የ‹‹ድምጻችን
ይሰማ›› ጽሁፍም፡ አስረግጣ የምትናገረው ይህንኑ እውነታ ነው፡፡‹‹…የሚሊዮኖችን

(Reuters) - Ethiopia dismissed Egyptian talk of military action against a giant dam it is building on the Nile as "psychological warfare", and said on Tuesday it would defend itself and carry on with the work regardless.
Bellicose rhetoric between two of Africa's most populous and fastest-growing nations has raised fears of conflict over water, though both sides are also pursuing diplomatic compromise over what would be the biggest hydro electric plant on the continent.
Responding to a speech on Monday by President Mohamed Mursi, in which he said Egypt did not want "war" but would keep "all options open" to avoid losing any water, Ethiopia's Foreign Ministry spokesman said: "This sort of bragging won't divert our attention."
The spokesman, Dina Mufti, added: "Ethiopia is not intimidated by Egypt's psychological warfare and won't halt the dam's construction, even for seconds."
Egypt's previous military rulers had contingency plans to attack Ethiopian dams that might disrupt the flow of the Nile.
Some politicians were caught on camera last week talking of air strikes or backing Ethiopian rebels after the start of major new work on the project took Cairo by surprise late last month.
Asked if Addis Ababa was looking at measures to defend the Ethiopian Grand Renaissance Dam, Dina said: "No country operates without precautions, let alone Ethiopia, which has a track record of defending its independence from all forces of evil."
Mainly Christian Ethiopia and Muslim Arab Egypt share a long history of suspicion and friction, including over the Nile.
Egypt's foreign minister, who has said he will give up "not a single drop of water", is to visit Addis Ababa. Mursi hoped for a political solution with Ethiopia, a "friendly state", whose demands for economic development he said he understood.

One bone of contention is a technical analysis of the impact of the $4.7-billion dam being built by an Italian firm on the Blue Nile near the border with Sudan, which supports the plan.
Ethiopia says a joint report, still kept under wraps by both governments, supports its assurances it will do "no appreciable harm" to Sudan and Egypt downstream. It has no plan to use water for irrigation and says that once the reservoir is filled, all the river's water will be free to flow through its turbines.
Mursi, however, said Egypt had carried out studies that showed "negative consequences". Less water would flow while the reservoir is filling. Once full, more water may evaporate.
Egypt, whose 84 million people use almost all of the Nile's supply that reaches them to meet their needs, cites colonial-era treaties guaranteeing it the lion's share of the water. Ethiopia and other upstream neighbors say those claims are outdated.
"Ethiopia cannot remain poor," Foreign Minister Tedros Adhanom said in a statement. "It must utilize its resources to lift its people out of poverty."
Despite its lack of means, Ethiopia insists it can fund the project itself without help from international lenders wary of the diplomatic dispute. It has been aided by a $1-billion loan from China to build power transmission lines.
It says the project, on which work to divert the river temporarily began in May, is 21 percent complete. With a target generating capacity of 6,000 megawatts, it is part of a plan to make Ethiopia the biggest electricity exporter in Africa.

Egypt was apparently caught by surprise when Ethiopia started diverting the Blue Nile last month, amid works to construct a hydroelectric dam.
The river is a tributary of the Nile, on which Egypt is heavily dependent.
The Great Ethiopian Renaissance Dam is a $4.7bn (£3.1bn) project that Ethiopia says will eventually provide 6,000 megawatts of power.
It says the Blue Nile will be slightly diverted but will then be able to follow its natural course.
"Egypt's water security cannot be violated at all," Mr Morsi said on Monday. "As president of the state, I confirm to you that all options are open."
"If Egypt is the Nile's gift, then the Nile is a gift to
Egypt,'' he said, quoting popular sayings about the river in an emotive
televised speech.
"The lives of the Egyptians are connected around it... as one great people. If it diminishes by one drop then our blood is the alternative."
Analysts say Mr Morsi could be using the issue to distract attention from severe domestic political and economic challenges.
Egypt is particularly dependant on water supply from the Nile, and its growing population has been placing that supply under increasing strain.
Sudan is also reliant on Nile waters.
Egypt cites a colonial era ruling to claim a right to the majority of the Nile's waters for itself and Sudan, but Ethiopia says the ruling is outdated.
Mr Morsi said Egypt had no objection to development projects on Nile basin states, "but on condition that those projects do not affect or damage Egypt's legal and historical rights".

President Mohamed Morsi should put aside
the Renaissance Dam crisis and concentrate on the 30 June crisis, Rebel
campaign spokesperson Mahmoud Badr said in a statement on Monday, in
reference to mass protests planned for the anniversary of Morsi's
inauguration.
The president's speech on Monday calling for "national reconciliation"
over Nile dam issue is an effort to distract the people's attention from
other problems, Badr added.
The president should resign, Badr insisted.
'Rebel' campaign central committee member Mohamed Abdel-Aziz said,“Morsi and his people are worried. They fear the popular support of the Rebel campaign and our will to mobilise on 30 June to bring down the president.”
“Morsi is using the Nile water crisis to combat his loss of popularity, people’s anger towards him and the opposition’s boycott [of his calls for dialogue],” Abdel-Aziz added.
At a conference on Monday organised by Islamist forces to discuss the issue, Morsi said, "The country demands that we stand united."
The 'Rebel' campaign was launched in May to "withdraw confidence" from President Morsi by collecting 15 million signatures by the anniversary of his inauguration on 30 June, topping the number of votes he won in the election. The campaign announced on 29 May that it has collected seven million signatures.

ሱዳን በዓባይ ጉዳይ በግብፅ ላይ ፊቷን አዙራለች
ግብፅ በቅድመ ሁኔታ የታጠረ የድርድር ጥያቄ አቀረበ
-ኢትዮጵያ ቅድመ ሁኔታውን አልተቀበለችም
ኢትዮጵያ የታላቁ ህዳሴ ግድብ ግንባታን ለመጀመር የዓባይን ወንዝ የፍሰት አቅጣጫ በጊዜያዊነት ከቀየረች በኋላ፣ ግብፅ የፈጠረችው ፖለቲካዊ ውጥረት ባለፈው ሳምንት የተለየ መልክ ይዟል፡፡
ሱዳን በግድቡ ላይ ተቃውሞ እንደሌላት በመግለጽ ግብፅን ብቸኛዋ ተቃዋሚ አገር እንድትሆን አድርጋታለች፡፡ በሌላ በኩል ግብፅ በጉዳዩ ላይ የተለሳለሰ የሚመስል አቋም በማሳየት በቅድመ ሁኔታ የታጠረ የድርድር ጥያቄ ለኢትዮጵያ አቅርባለች፡፡ መንግሥት በበኩሉ የግብፅ ጥያቄ በሳይንስ ላይ ያልተመረኮዘና ግልጽነት የሚጎድለው ነው ብሏል፡፡ የግድቡ ግንባታ እንዲቋረጥ የቀረበው ሐሳብም ፈጽሞ ተቀባይነት የለውም ሲል ቁርጥ ያለ አቋሙን ገልጾ፣ በእንዲህ ዓይነቱ ሁኔታ ውስጥም ድርድር እንደማይኖር አስታውቋል፡፡
ኢትዮጵያ የዓባይን የፍሰት አቅጣጫ ከቀየረች በኋላ የግብፅ መንግሥት ከፍተኛ ተቃውሞውን እያሰማ ሰንብቷል፡፡ ኢትዮጵያ፣ ሱዳንና ግብፅ በጋራ ያቋቋሙት የባለሙያዎች ቡድን በግድቡ ተፅዕኖ ላይ ያቀረበውንም ሪፖርት እንደማትቀበል ግብፅ አሳውቃለች፡፡ ኢትዮጵያ በዓባይ ወንዝ ላይ የጀመረችው የኃይል ማመንጫ ግድብ ግብፅና ሱዳን በቅኝ ግዛት ዘመን ውል መሠረት የሚያገኙትን የውኃ ኮታ የሚቀንስ በመሆኑ፣ የግብፅን ህልውና አደጋ ላይ ይጥላል የሚለው የግብፅ ዋነኛ መከራከሪያ መሆኑ ይታወቃል፡፡
የግብፅ ፕሬዚዳንት መሐመድ ሙርሲ ከአገሪቱ ተቃዋሚ ፓርቲዎች ጋር በጉዳዩ ላይ ውይይት ማድረጋቸው የተዘገበ ሲሆን፣ ከተወያዮቹ ዕውቅና ውጭ በቀጥታ የቴሌቪዥን ሥርጭት በተላለፈው በዚህ ውይይት ላይ፣ አክራሪ የተቃዋሚ ፓርቲ አመራሮች በኢትዮጵያ ላይ ወታደራዊ ጥቃት መክፈት እንደሚገባ ፕሬዚዳንቱን ሲመክሩ ታይተዋል፡፡ በዚሁ ውይይት ላይ የተሳተፉትና የኢትዮጵያ ተቃዋሚ ኃይሎችን በመደገፍ አገሪቱን ማተራመስ ወይም በግብፅ የደኅንነት ኃይል ግድቡ እንዲወድም መደረግ አለበት የሚል ምክራቸውን ሲሰጡ የነበሩት አይማን ኑር የተባሉ የተቃዋሚ ፓርቲ አመራር፣ በሱዳን ላይም ትችታቸውን ሰንዝረው ነበር፡፡
በዓባይ ውኃ ፖለቲካ ዙሪያ ከግብፅ በተለየ ሁኔታ ዝምታን እየመረጠች ያለችው የሱዳን አቋም የሚያበሳጭ ነው ነበር ያሉት አይማን ኑር፡፡
የግለሰቡ ንግግር ያበሳጫት ሱዳን በውጭ ጉዳይ ሚኒስትርና የመንግሥት ቃል አቀባይ በሆኑት ሚስተር አህመድ ቢላል ኦስማን በኩል ምላሽ ሰጥታለች፡፡ በሱዳን ቴሌቪዥን ቃለ ምልልስ ያደረጉት ሚኒስትሩ የግብፅ ባለሥልጣናት ሱዳንን ከመዝለፍ እንዲቆጠቡ ጥሪ ያቀረቡ ሲሆን፣ ‹‹በዓባይ ወንዝ ጉዳይ ሱዳን የያዘችው አቋም ግብፅን የሚያስደስት አይደለም፤›› ብለዋል፡፡
የግብፅ ፖለቲከኞች በሱዳን ላይ የሰነዘሩት ዘለፋ ለግብፅ ፖለቲካዊ ፍላጐት ጥቅም የለውም ሲሉ አክለዋል፡፡
በዚሁ ቃለ ምልልሳቸው ወቅት ኢትዮጵያ እየገነባች ባለችው ግድብ ላይ የመንግሥታቸው አቋም ኢትዮጵያን የሚደግፍ መሆኑን፣ ምክንያቱ ደግሞ ሱዳንም በውጤቱ ተጠቃሚ ስለምትሆን ነው ብለዋል፡፡
‹‹የኢትዮጵያ ግድቡን መገንባት የዓባይን የውኃ ፍሰት የሚያሻሽል በመሆኑ ሱዳን በዝናብ ላይ ብቻ የነበራትን ጥገኝነት የሚቀንስ ነው፤›› ብለዋል፡፡
ካለፈው ሳምንት ጀምሮ በዓባይ ፖለቲካ ተወጥረው የሰነበቱት የግብፅ ባለሥልጣናት፣ በሳምንቱ መጨረሻ ላይም አለ የሚሉትን ችግር ከኢትዮጵያ ጋር ውይይት በማድረግ ለመፍታት የመምረጥ ፍላጐት አሳይተዋል፡፡
የግብፅን የውኃ ፍላጐት ለማስከበር የተሻለ ነው ባሉት ፖለቲካዊ ውይይት መሠረት ለኢትዮጵያ መንግሥት የውይይት ጥያቄ ያቀረቡ ቢሆንም፣ ኢትዮጵያ የግድቡን ግንባታ በማቆም ውይይቱ መጀመር እንዳለባት ጠይቀዋል፡፡
ኢትዮጵያ በዚህ የድርድር ጥያቄ ተስማምታ በጉዳዩ ላይ እልባት ካልተገኘ ግን፣ ግብፅ ማንኛውንም አማራጭ በመጠቀም ብሔራዊ ደኅንነቷን ለማስከበር እንደምትገደድ፣ የፕሬዚዳንት ሙርሲ የፖለቲካ አማካሪ የሆኑት አይማን አሊ መናገራቸውን የግብፅ መገናኛ ብዙኀን ዘግበዋል፡፡
‹‹ግብፅ የራሷን ፍላጐት የማስከበር ፍላጐት እንዳላት ሁሉ የሌላው አገር መንግሥትና ሕዝብ የራሳቸውን ፍላጐት መከተል ይችላሉ፡፡ ነገር ግን ኢትዮጵያ የምትገነባው ግድብ በግብፅ ላይ ምንም ዓይነት ጉዳት እንደማያስከትል ልታረጋግጥ ይገባል፡፡ በተጨባጭ ዋስትና መስጠት ይኖርባታል፡፡ ይህ ካልሆነ ግን ግብፅ ያሏትን አማራጮች በሙሉ ተጠቅማ ጥቅሟ እንዲከበር ታደርጋለች፤›› ሲሉ በማስጠንቀቂያ የታጀበ ዛቻ ሰንዝረዋል፡፡
ግብፅ በዓባይ ወንዝ ላይ የተፈጠረውን የፖለቲካ ውጥረት በማርገብ ረገድ እየሄደችበት ያለው መንገድ የተደበላለቀ የሚመስል ሲሆን፣ በውይይት ለመፍታት ያሳየችው ፍላጐት በቅድመ ሁኔታ ታጥሯል፡፡ በሌላ በኩል ወታደራዊ ጉልበት የመጠቀም ፍላጐት እንዳላትም ለማሳየት እየሞከረች ነው፡፡ ባለፈው ሳምንት መጀመርያ ላይ በቀጥታ ሥርጭት የተላለፈው የባለሥልጣናቱ ውይይት ሆን ተብሎ የተደረገ ሊሆን እንደሚችል እየተነገረ ነው፡፡
ባለፈው ሳምንት ረቡዕ ዕለት የግብፅ የደኅንነት ኃላፊ በሆኑት መሐመድ ራፋት ሸሃታ የተመራ ልዑካን ቡድን ሱዳንን መጐብኘቱን የግብፅ ሚዲያዎች ዘግበዋል፡፡ ነገር ግን የሱዳን የውጭ ጉዳይ ሚኒስትር ዘገባውን አስተባብለዋል፡፡
ግብፅ ወታደራዊ ጥቃት የመጠቀም አማራጭ እንዳላትና ልትጠቀም እንደምትችልም በተደጋጋሚ መዘገቡን አስመልክቶ ምላሽ እንዲሰጡ የተጠየቁት በሚኒስትር ዴኤታ ማዕረግ የጠቅላይ ሚኒስትር ኃይለ ማርያም ደሳለኝ የሕዝብ ግንኙነት አማካሪ አቶ ጌታቸው ረዳ፣ የግብፅን ወታደራዊ አማራጭ ‹‹የቀን ቅዠት ነው›› ሲሉ ገልጸውታል፡፡ አቶ ጌታቸው ግድቡን ለማውደም ወይም ኢትዮጵያን ለማተራመስ በግብፅ ፖለቲከኞች ስለተሰነዘረው አስተያየት በሰጡት ምላሽ፣ ኢትዮጵያን ደካማ በነበረችበት ጊዜ እንኳ ለማተራመስ የተደረገው ሙከራ አለመሥራቱን፣ አሁን ደግሞ እጅግ በጣም በተሻለ ደረጃ ላይ ስለምትገኝ ከግብፅም ሆነ ከሌላ አገር የሚቃጣን ጥቃት ታከሽፋለች ብለዋል፡፡ የግብፅ ፕሬዚዳንት ምክንያታዊ ሆነው ወደ ግጭት የማይገባበት ሁኔታ ይፈጠራል ብለው እንደሚያምኑ ገልጸዋል፡፡ በሆስኒ ሙባረክ ዘመን ኢትዮጵያን በአማፂያን አማካይነት ለማተራመስ የተደረገው ሙከራ መክሸፉንም አስረድተዋል፡፡
የውጭ ጉዳይ ሚኒስትር ዶ/ር ቴድሮስ አድሃኖም በበኩላቸው፣ የግብፅ የውይይት ጥያቄ ተቀባይነት ያለው መሆኑን፣ ነገር ግን የግድቡ ግንባታ መቆም አለበት በማለት ግብፅ ያስቀመጠችውን ቅድመ ሁኔታ ‹‹የማይታሰብ›› ሲሉ በትዊተር ድረ ገጽ ገልጸዋል፡፡
መንግሥት ከግብፅ ጋር ያለው ግንኙነት ተጠናክሮ መቀጠል እንዳለበት አስታውቆ፣ አንዳንድ የግብፅ ፖለቲከኞችና ባለሥልጣናት የሕዝብ ለሕዝብ ግንኙነትን የሚጎዳ ፕሮፓጋንዳ መንዛታቸው እንዳሳዘነው ገልጿል፡፡ በትዕግስት አንዳንድ ጉዳዮችን ለማለፍ ቢፈልግም ገንቢ ያልሆኑ የፕሮፓጋንዳ ዘመቻዎች በመነዛታቸው፣ በኢትዮጵያ የግብፅ አምባሳደርን በመጥራት የመንግሥታቸውን አቋም ጠይቀው ማብራሪያ እንዲሰጡ መጠየቁንና ምላሽ እየጠበቀ መሆኑን አስታውቋል፡፡ የግብፅ መንግሥት እስካሁን ለተጠየቀው ማብራሪያም ሆነ ማስተባበያ አልሰጠም
