Djibouti security forces fought running battles with opposition supporters Tuesday for a second day in an attempt to disperse protests against the ruling coalition's parliamentary election victory, witnesses said.

Djibouti hosts the United States' only military base in Africa and is an important ally in the U.S.-led fight against militant Islam. The former French colony's port also is used by foreign navies protecting the Gulf of Aden's shipping lanes, some of the busiest in the world, from Somali pirates.

Riot police fired tear gas to scatter hundreds of chanting demonstrators outside the Justice Ministry who were demanding the release of Sheikh Bashir Abdourahim, a prominent opposition figure whose family said he had been arrested on Monday.

"Not only did they steal our election victory, they're throwing into jail the people we voted for,'' Ali Saleh, a university student, told Reuters.

Protesters pledged to keep up the unrest until President Ismail Omar Guelleh's government collapses.

The dispute over the poll raises the possibility of instability in the tiny but strategically important Red Sea state.

Guelleh's Union for the Presidential Majority (UMP) declared victory in the election, claiming 49 out of the National Assembly's 65 seats.

The opposition rejected the vote as flawed and promised demonstrations.

International observers, however, reported no major incidents during the electoral process.

Guelleh has presided effectively over a one-party state since coming to power in 1999. The opposition accuses the 65-year-old leader of mounting oppression against Djibouti's 920,000-strong population.

Relatives of Abdourahim, a moderate Islamist who heads the Movement for Democracy and Freedom [MODEL] party, said he had been badly beaten during his detention.

In a radio broadcast, Interior Minister Hassan Darar appealed for calm, but made no reference to Abdourahim. Authorities have not confirmed his arrest

Great Run was supposed to be the big race of Ethiopia but top foreign athletes have stayed away, making the race an Ethiopian affair

ADDIS ABABA, Ethiopia — On a warm Sunday morning in late November, about 36,000 people set off on the Great Ethiopian Run, a 10-kilometer race across the center of Addis Ababa. Diplomats, students, merchants, Orthodox priests, homeless children and professional runners were among the participants. It is one of Africa’s largest road races, hosted in the capital of a passionate running nation that has dominated long-distance competitions for the past two decades.

Haile Gebrselassie, one of Ethiopia’s most successful runners and businessmen, founded the race 12 years ago. He wanted to bring a big race to his home country.

Though finishing times are world-class, Gebrselassie’s goal of making the race an attraction has been somehow elusive. Top foreign athletes have stayed away, making the race an Ethiopian affair.

So while Ethiopia is a paradise for runners with its combination of high altitude, breathtaking tracks and mild climate throughout most of the year, there is no major international running event in the country. But things might change soon. The first Haile Gebrselassie Marathon is scheduled for October. It will be held in Hawassa, a city in southern Ethiopia, and could be more attractive to top foreign athletes. At an elevation of 5,600 feet, Hawassa is lower than Addis Ababa, and first prize is 12 ounces of gold, worth about $19,000.

Foreign athletes have long used Ethiopia’s high altitude to prepare for competition, but Ethiopia has started to capitalize on it only recently. In 2011, Joseph Kibur, a businessman with a short career as a runner, joined three others, including Gebrselassie, to open Yaya Village, a training center outside Addis Ababa. The center has a sauna, a gym and luxurious rooms, and it is just a 30-minute run from Mount Entoto, which is popular among runners.

Kibur said the center targets sports tourists as well as local and international runners. In mid-December, top athletes from Djibouti, Qatar and Britain visited, as did the London Olympics champion in the 1,500 meters, Taoufik Makhloufi of Algeria.

“They want to know what’s the secret,” Kibur said. “I mean, we have high altitude, but so does Mexico and other countries, but they don’t succeed the same level. So, obviously there is something different about Ethiopians that makes them unique and successful.”

Yaya Village is not the only training center in Ethiopia. A new sports resort owned by Kenenisa Bekele, the Beijing Olympics champion in the 5,000 and 10,000 meters and the current world-record holder in both events, is only half a mile away.

Bekele said in a telephone interview that it was possible to organize a big international race in Ethiopia, provided that sponsors and international athletes were on board. He emphasized that local communities should benefit from a race. Kibur’s and Bekele’s centers are in the countryside, where women carry water in yellow jerrycans on their backs and people commonly use mud to build their houses. Yaya Village supports the community through various projects, including training in English and job skills.

Many of the current and former world and Olympic champions, including Bekele, are from Bekoji, a town of 16,000. Sentayehu Eshetu, who trained many Ethiopian running stars, has limited resources there. A horse carriage slowly drove along a cobblestone road toward the city’s stadium, where the 400-meter track was a loose path of earth and stone.

Still one of the poorest countries in the world, Ethiopia nonetheless has one of the fastest-growing economies. New roads, skyscrapers, hotels, airports and railways are being built all over the country. So the infrastructure and capable sponsors are there, said Kibur, who returned to his home country after living in Canada. He said he believed Ethiopia could manage an event the size of the Berlin Marathon within the next five years.

“Locally, there are a lot of organizations that can sponsor it,” Kibur said. “You’ve probably noticed that Ethiopian Airlines, Commercial Bank of Ethiopia are huge organizations within the country. They could pay for it. We don’t necessarily need a foreign sponsor. Probably what we need is the promotional capacity of the foreign entities because they have more connections, and they have more avenues to promote it to foreigners.”

The prize money for the Great Ethiopian Run was 40,000 Ethiopian birr, about $2,200. An annual marathon in June pays 80,000 birr. That is not enough to persuade foreign runners to compete with some of Ethiopia’s finest athletes. At the Great Ethiopian Run, the men’s winner was Hagos Gebrhiwet, the current world junior record-holder in the 5,000 meters.

Samuel Demiss, a former local sports reporter, said it would be interesting to see an event similar to the New York City Marathon in Ethiopia, open to both amateurs and professionals.

“If there is one place where amateurs can beat the professionals, it’s here,” Demiss said.

In unusual rebuke, Saudi Arabia accuses Ethiopia of posing threats to Sudan & Egypt


February 26, 2013 (KHARTOUM) – A senior Saudi Arabian official unleashed a barrage of attack against Ethiopia saying that the Horn of Africa nation is posing a threat to the Nile water rights of Egypt and Sudan.

"The [Grand] Renaissance dam has its capacity of flood waters reaching more than 70 billion cubic meters of water, and is located at an altitude of 700 meters and if it collapsed then Khartoum will drown completely and the impact will even reach the Aswan Dam," the Saudi deputy defense minister Khalid Bin Sultan said at the meetings of the Arab Water Council in Cairo.
"Egypt is the most affected party from the Ethiopian Renaissance dam because they have no alternative water source compared to other Nile Basin countries and the establishment of the dam 12 kilometers from the Sudanese border is for political plotting rather than for economic gain and constitutes a threat to Egyptian and Sudanese national security "the Saudi official said.
The massive $4.8 billion dam is under construction and is scheduled for completion in 2015. It lies close to Sudan’s eastern borders and has a power generating capacity of 6,000MW and when completed it will enable Ethiopia to export more power to its neighbors.
Egypt fears that the Nile dam will reduce the flow of the river’s waters further downstream and Addis Ababa has long complained that Cairo was pressuring donor countries and international lenders to withhold funding.
An international panel of experts is set to announce its findings on the impact of Ethiopia’s Grand Renaissance Dam on the Nile’s flow in May 2013.
The Saudi deputy defense minister went further saying that Ethiopia is keen on harming Arab nations.
"There are fingers messing with water resources of Sudan and Egypt which are rooted in the mind and body of Ethiopia. They do not forsake an opportunity to harm Arabs without taking advantage of it" Prince Khalid said.
"The establishment of the dam leads to the transfer of water supply from the front of Lake Nasser to the Ethiopian plateau, which means full Ethiopian control of every drop of water, as well as [causing] an environmental imbalance stirring seismic activity in the region as a result of the massive water weight laden with silt withheld in front of the dam, estimated by experts at more than 63 billion tonnes," he added.
The Saudi official added that Nile basin countries calling for reallocating Nile water shares is a "real threat" to Egypt’s future.
"The information is alarming and it is important that we do not underestimate the danger at the moment and its repercussions in the future," he said.
It is unusual for Saudi officials known for being composed to make such damning criticism of other countries. It is not clear whether today’s remarks indicates hidden tensions with Ethiopia.
Uganda, Kenya, Tanzania, Rwanda, Burundi and the Democratic Republic of Congo, along with Ethiopia, signed an agreement to overturn British-colonial-era agreements dating back to 1929.
These gave Egypt and Sudan 90 percent of the Nile’s water flow and the power of veto over dam-building, even though 85 percent of the river’s water flows from the Ethiopian highlands.
Ethiopia and the upstream states contend they need more water because of burgeoning populations, industrialization and agricultural projects.
Water needs are expected to rise as the Nile basin population is projected to reach 654 million by 2030, up from 372 million in 2005, according to UN estimates.

Ethiopian Central-Bank Order May Mean More T-Bills, Less Lending

An Ethiopian central bank order making lenders limit 40 percent of their loans to a year or less by 2015 may crimp credit growth by forcing more government- security purchases, theInternational Monetary Fund said.
A National Bank of Ethiopia directive from April 2011 already requires the 14 private banks in the Horn of Africa country to buy five-year bills equal to 27 percent of each loan given out. The Washington-based lender in September said that requirement was onerous and suggested lowering it so more credit would be available to banks.
The new limit on the maturity of loans “will likely require private banks to purchase more five-year NBE bills at a very low interest rate of 3 percent,” IMF Resident Representative Jan Mikkelsen said in an e-mailed response to questions yesterday.. “This will further reduce private banks’ ability to extend loans to customers.”
Ethiopia, Africa’s second-most populous nation and the world’s fifth-biggest coffee grower, is struggling to fund a five-year industrialization plan that ends in mid-2015. The state-led program is designed to diversify the economy away from reliance on agriculture, which is 43 percent of output now.
Money raised from the central-bank bills will be used for “financing of priority-sector projects,” according to a copy of the NBE order seen by Bloomberg.
The government partially liberalized its financial system in 1993 after more than a decade of communism. It has yet to allow foreign banks or free trading of the birr currency, and the state-owned Commercial Bank of Ethiopia holds two-thirds of all bank deposits.

Monetary Impact

About 61 percent of new bank deposits worth 10 billion Ethiopia birr ($535 million) were used to buy central-bank bills in the fiscal year ending July 7, 2012, according to Addis Ababa-based research company Access Capital.
The central bank’s Deputy Governor of Monetary Stability Yohannes Ayalew and Director of the Change Management and Communications Directorate Alemayehu Kebede did not answer calls to their mobile phones seeking comment yesterday or today.
The order also reduces the amount commercial banks have to keep with the central bank to 5 percent of deposits from 10 percent. Lenders will have to invest the released money into the central bank’s securities, Mikkelsen said.
“It is important to note that NBE plans to absorb the injected liquidity for all banks,” he said. “As a result, there will be no immediate monetary impact.”
Ethiopia maintains a tight monetary policy to stem inflation, which slowed to 12.5 percent in January after averaging more than 30 percent in the previous fiscal year starting July 7, 2011, according to the Finance Ministry. Growth slowed to 8.5 percent in the same period from 11.4 percent the year before.

Indian land grabs in Ethiopia show dark side of south-south co-operation

The takeover of peoples' land and water by corporations – even if they are from the global south – is a new form of colonisation

The idea of south-south co-operation evokes a positive image of solidarity between developing countries through the exchange of resources, technology, and knowledge. It's an attractive proposition, intended to shift the international balance of power and help developing nations break away from aid dependence and achieve true emancipation from former colonial powers. However, the discourse of south-south co-operation has become a cover for human rights violations involving southern governments and companies.
A case in point is the land grab by Indian corporations in Ethiopia, facilitated by the governments of both countries, which use development rhetoric while further marginalising the indigenous communities that bear the pain of the resulting social, economic and environmental devastation. It is against this scenario that international solidarity between communities affected by the insanity of a development model that prefers profits over people is reclaiming the principles of south-south co-operation.
Ethiopia's late prime minister, Meles Zenawi, welcomed India's expanding footprint in Africa as essential for his country's wellbeing, a vision shared by his successor, Hailemariam Desalegn. The Export-Import Bank, India's premier export finance institution, gave the Ethiopian government a $640m (£412m) line of credit to develop the controversial sugar sector in lower Omo. Indian companies are the largest investors in the country, having acquired more than 600,000 hectares (1.5m acres) of land for agro-industrial projects.
With 80% of its population engaged in agriculture, Ethiopia is home to more than 34 million chronically hungry people. Every year, millions depend on aid (pdf) for their survival. Amid such hunger, large-scale land deals with Indian investors are portrayed as a win-win situation, modernising agriculture, bringing new technologies and creating employment.
Research by the Oakland Institute, however, contradicts such claims. Most of what is produced is non-food export crops while tax incentives offered to foreign investors deprive Ethiopia of valuable earnings. The promises of job creation remain unfulfilled as plantation work at best offers menial low-paid jobs.
Worse still, the Ethiopian government is using its villagisation programme to forcibly relocate (pdf) about 1.5 million indigenous people from their homes, farms and grazing lands to make way for agricultural plantations. Those who refuse face intimidation, beatings, rapes, arbitrary detention and imprisonment, and even death. The repression of social resistance to land investments is even stipulated in some land lease contracts: "[it is the] state's obligation to 'deliver and hand over the vacant possession of leased land free of impediments' and to provide free security 'against any riot, disturbance or any turbulent time.'"
It was to challenge this form of south-south co-operation that the Oakland Institute, in partnership with Indian civil society groups the Indian Social Action Forum (Insaf), Kalpavriksh and Peace, organised an Indian-Ethiopian summit on land investments in New Delhi in February. Obang Metho of the Solidarity Movement for a New Ethiopia and Nyikaw Ochalla from the Anywaa Survival Organisation, members of the Anuak community of Gambela, Ethiopia, travelled to India with shocking testimonies of how their community has been dispossessed of livelihoods, ill-treated and subjected to misery while the Ethiopian government leases land to Indian corporations at giveaway prices.
This coming together of Indian and Ethiopian civil society groups marks a turning point in the struggle for land rights and livelihoods in the two countries and beyond. For the first time, the agony of communities who face human rights abuses as their lands are taken over has reached the investors' doorstep, sending a powerful message to the investors and governments of Ethiopia and India. At the same time, it initiated a rewriting of south-south co-operation where the takeover of communal lands that have been homes, grazing grounds and water sources for generations, by corporations – even if they are from the global south – is being recognised as a new form of colonisation. It was a starting point, and plans for further collaboration are under way.
Unlike the Ethiopian leaders who met the Indian business delegations in person, Metho and Ochalla did not get a hearing with Indian government officials, despite several requests. Instead, it was activists who are challenging land grabs across India who travelled to New Delhi to meet them. They told how control over land and natural resources is spurring violent clashes in nearly 130 districts of India. Meanwhile, reports came in that 12 platoons of police had moved in on villagers in Govindpur and Nuagaon in Odisha, to forcibly clear lands for the Korean Steel Posco project. Women and children were beaten indiscriminately and people were arrested as they tried to prevent the demolition of their betel vineyards – one of the most viable local livelihoods.
We need to challenge the paradigm of development that trivialises and ignores the human consequences of these land acquisitions by corporate investors and governments. The idea that "some have to be sacrificed" for the "larger national good", which is nothing more than the double-digit economic growth that benefits a few, must be rejected – even if the deals are between developing countries and framed by the rhetoric of south-south co-operation.

Ethiopian Asylee Misiker Demissie wins women's title at Hong Kong Marathon for second time


Having pocketed almost US$150,000 from her two triumphs so far, Ethiopian vows to come back for more

The Hong Kong Marathon is proving to be a nice little earner for Misiker Demissie, who heads back to her New Mexico home US$62,000 richer after becoming the first woman to retain the title.

The Ethiopian smashed the course record last year by 3-1/2 minutes to earn US$85,000, and though this year she couldn't pocket another new-record bonus, it was still not a bad payday for two hours, 30 minutes and 49 seconds' work.

That time was 37 seconds slower than she ran last year, but still enough to stave off the challenge of fellow Ethiopian Makda Harun (2:31.20) and Kim Kum-ok of North Korea (2:32.21).

"Today was a bit more windy than last year, which probably was the reason I went a bit slower, although I like racing in those conditions. It was good," said Demissie.

The 26-year-old seems a confident sort, and admitted she fully expected to lift the title again.

"There were a lot of good runners here and I had to really be at my best," she said. "I really had to try hard - I wasn't surprised with the result though."

Demissie followed the same tactics as last year, with her rivals unable to stick with her after she surged ahead with about eight kilometres to go.

"I ran my usual strategy," she said. "Every marathon I pace myself until the 35km point and then I'm going. I was confident I could win again, I've put in a lot of training and with the help of God I won - I'm delighted."

The next big target for Demissie is a trip to the Netherlands in October for the Amsterdam marathon, quite the opposite to Hong Kong in terms of elevation.

"It's a flat course so compared to here it should be easy," she joked. "I think I can win it. I certainly hope to put it in a good time."

Coach and husband Zereu Kelele said last year's bumper payday was "life-changing" for Demissie, who used to compete as a Bahraini under the name Teyba Naser before seeking religious asylum in the United States.

With another five-figure sum in the bank from this trip (US$57,000 for winning plus US$5,000 for finishing under 2:32.00), it's no wonder the pair will be back next year.

"I love the people, everybody's really nice and they take care of you well," Demissie said. "The course really seems to suit me and I'll definitely be coming back next year - and looking to win again."

ጃፓን ቶኪዮ ውስጥ በተካሄደው የማራቶን ውድድር ኢትዮጵያዊቷ አበሩ ከበደ የሴቶቹን ውድድር በአሸናፊነት አጠናቃለች። አበሩ ርቀቱን ለማጠናቀቅ 2 ሰአት ከ25.34 ደቂቃ ሲወስድባት ሁለተኛ የወጣችው ሌላዋ ኢትዮጵያዊት የሺ ኢሳያስ ርቀቱን በ2፡26፡01 አጠናቃለች። አበሩ እና የሺ ከ25ኛው ኪሎ ሜትር ጀምሮ ተነጥለው በመውጣት አብረው ከሮጡ በኋላ ርቀቱ ሊጠናቀቅ 10 ኪ.ሜ ያህል ሲቀረው አበሩ ለብቻዋ ተነጥላ በመውጣት በመሮጥ ነው በአሸናፊነት ያጠናቀቀችው።
አበሩ ውድድሩን በድል ካጠናቀቀች በኋላ በሰጠችው አስተያየት “የስፍራውን ክብረወሰን ለመስበር ሀሳብ የነበረኝ ቢሆንም ነፋሻማው የአየር ሁኔታ እና በተለይ ከ37ኛው እስከ 41ኛው ኪ.ሜ ድረስ ያለው ዳገት ነገሮችን አስቸጋሪ አድርጓቸዋል” ብላለች።
በወንዶች የቶኪዮ ማራቶን ውድድር ኬኒያዊያን አትሌቶች ከአንደኛ እስከ ሶስተኛ ያሉትን ደረጃዎች በማግኘት ሲያጠናቅቁ አሸናፊው ዴኒስ ኪሜቶ በ2፡06፡50 ጊዜ የስፍራውን ክብረወሰን ሰብሯል።
በተያያዘ ዜና በ30ኛው የጃን ሜዳ አለም አቀፍ አገር አቋራጭ ሻምፒዮና ፈይሳ ሊሊሳ እና ሂዎት አያሌው በአዋቂ ወንዶች እና ሴቶች አሸናፊ ሆነዋል።
በአዋቂ ወንዶች የ12 ኪሎ ሜትር ሩጫ ውድድር ፥ የመከላከያው ፈይሳ ሊሊሳ በበላይነት ሲያጠናቅቅ ፤ የፌዴራል ማረሚያ ቤቶቹ ይገረም ደመላሽ ሁለተኛ ፣ መወስነት ገረመው ከአማራ ሶስተኛ እና አበራ ጫኔ እና ተስፋዬ አበራ አራተኛ እና አምስተኛ በመሆን ውድድራቸውን አጠናቀዋል።

በዕጩዎች ዝርዝር ውስጥ ለፓትርያርክነት ይበቃሉ ተብለው ከታሰቡት ሊቃነ ጳጳሳት÷ ብፁዕ አቡነ ሳሙኤል፣ ብፁዕ አቡነ ገብርኤል፣ ብፁዕ አቡነ ሉቃስ እና ብፁዕ አቡነ ጎርጎሬዎስ መካከል የተወሰኑት አለመካተታቸው የምርጫውን ሂደት የሚከታተሉ አካላትን አነጋግሯል፡፡ አንዳንድ አስተያየት ሰጪዎች፣ የሚጠበቁት አባቶች በዝርዝሩ ላለመካተታቸው በምርጫው ዙሪያ ያሳስበናል የሚሉትን የቡድን እንቅስቃሴዎች በምክንያትነት ይጠቅሳሉ።

በሰላማዊ ትግል ወደ ስልጣን ለመውጣትና የመድብለ ፓርቲ ስርዓትን ለመገንባት የፓርቲዎች በጋራ መስራት ወሳኝ መሆኑን የተናገሩት የ33ቱ ተቃዋሚ ፓርቲዎች ተወካይ አቶ አስራት ጣሴ፤ 33ቱ ፓርቲዎች በዘላቂነት አብረው ለመስራት የሚያስችላቸውን የመግባቢያ ሰነድ የፊታችን ማክሰኞ እንደሚፈራረሙ ገለፁ፡፡
ፓርቲዎቹ የመግባቢያ ሰነዱን›› ‹‹የአዳማ ፒቲሺን ፈራሚዎች አብሮ የመስራት የመግባቢያ ሰነድ›› ብለው ለመጥራት አስበዋል፡፡ ሰነዱ የፓርቲዎቹን ልዩነት በማጥበብ በጋራ ለመስራት ይጠቅማል ያሉት አቶ አስራት፤ ልዩነታችን ውበታችንና ጥንካሬያችን ነው ብለዋል፡፡ “በምርጫ ብቻ ተገናኝቶ ተቃውሞ ማሰማት እና መለያየት ብቻ ሳይሆን መዋቅራዊ ባለው መንገድ መታገል ውጤታማ ያደርጋል” ሲሉም የመግባቢያ ሰነዱን መፈራረም ያስፈለገበትን ምክንያት ተናግረዋል፡፡
28ቱ ፓርቲዎች ልዩነቶች ቢኖሯቸውም ከየፓርቲዎቹ ተውጣጥቶ የተዋቀረው ኮሚቴ በነደፈው የጋራ ስልት ላይ ወደ 13 የሚደርሱ የመግባቢያ ነጥቦች መካተታቸውን ገልፀዋል - የፓርቲዎቹ ተወካይ፡፡ የመግባቢያ ሰነዱ ማክሰኞ ይፈረማል ቢባልም በመሰብሰቢያ አዳራሽ እጦት እስካሁን ጉባኤው የት እንደሚካሄድ አልታወቀም ያሉት አቶ አስራት፤ አራት ሆቴሎች ጠይቀን ቦታ አጥተናል ብለዋል። አንድ ሆቴል ቀብድ አምጡ ብለውን ይዘን ሄደን ልንከፍል ስንል “እባካችሁ ተውን” ብለው እንደመለሷቸውና እስከ አሁን የት ይሁን የሚለውን ለመወሰን እንደተቸገሩም ይገልፃሉ፡፡
